Advice on getting In-state Tuition

Hi everyone I read the Four Hour Work Week for the first time 6 months ago and just recently finished rereading it. I am originally from Wisconsin and am attending Virginia Tech my question to you all is what is the best way to get In-State Tuition being an out-of-state student? This would save me a boat load of money and reduce a lot of stress for me. Anyone know of a 4HWW way of doing this.

make sure you learn the material well during class. ask questions after class? one of my friends that makes notecards for studying. she don't copy note, but they make notecards during class. I feel like that is the only way to ensure efficiency…
